☕ Good Morning
The Ledger — 67 resolved today, 15 hit · OONI Brier 0.058 over 263, -2% vs base rate · FX Brier 0.229 over 3762, -4% vs base rate · 938 open, next resolves 2026-11-02
Happy Sunday. Another week where the censorship feeds moved before the wires. Russia and Iran both hit the highest confirmed blocking volumes we've logged since launch, Turkey and India stayed elevated, and Sudan's deviation ticked +6 on no visible driver in the context — that gap matters. Here's what moved, what resolved, and what we're watching Monday.
🎯 This Week's Calls
469 calls settled against external ground truth: 101 hit, 368 miss.
Most of the misses were Morocco currency calls where we ran 34-38% against a 24-25% base rate across seven days — none resolved. The hits were Uganda, where we called 35-37% for currency depreciation against a 25-26% base and caught five consecutive days. Cheap hit on a modest divergence — exactly the kind of call that compounds.
Our most divergent open call: Uganda 39% for ≥2.12% depreciation by 2026-11-13, +14 points above its 26% base rate. Resolves in 12 days.
📍 The Week That Was
- Russia logged 54,160 confirmed blocks in 7 days — the highest volume on record. OONI measurement density through 2026-10-31. Iran followed with 24,634. Turkey at 4,676, India at 4,456. These are not surges — they're sustained postures, and in both Russia and Iran the trajectory has been up since mid-October with no corresponding headline explaining why.
- OFAC designated Rwanda's Ministry of Defence under DRC sanctions. Listed 2026-10-28. First time a ministry-level entity from a neighbour state has been designated under the DRC programme since the current escalation began. Eleven additional North Korea-linked designations the same day, spanning Russian and DPRK nationals under DPRK2 and DPRK3 authorities.
- Sudan's deviation moved +6 to a live reading of 6 on a structural level of 90. No driver identified in the context — no uptick in OONI, no FX move, no seismic or health event flagged. The number moved; the data explaining it did not arrive.
- Bellingcat confirmed 24-hour satellite imagery delay over Gaza and parts of the West Bank. EU-supplied imagery to commercial and research users. Delay applies to high-resolution optical products used for damage assessment and investigative geolocations. No statement from the EU on why or when it started.
- Haiti's deviation dropped -6 (from 6 to 0) over 24 hours. Structural level remains 75. The move coincided with no flagged network change, no FX event, and no wire coverage in the OSINT feed. Whatever triggered the spike on 2026-10-31 is no longer present in the live signal.
- Crisis Group published on Algeria-UAE rupture and its regional spillover risk. The break centres on Algeria's accusation that UAE backing for Morocco in Western Sahara crosses a red line. Both states are arming rival factions in Libya and Sudan. The piece frames this as a triangle with three live conflict zones attached.
- Seismic cluster near Vanuatu: 6 events M4.0+ in 24 hours, including three M5.1-5.4 quakes within 3 km. Centred ~200 km NW of Port-Olry. Elevated aftershock risk. Separately, M6.0 event 58 km SSE of Shima, Japan — no tsunami issued, no infrastructure disruption reported.
🌍 The Board: Weekly View
Movers
Iran 85 (▲+11.1) — censorship hit 24,634 confirmed blocks over 7 days, double the prior week's count Sudan 90 (▲+6) — driver not identified in this week's data Saudi Arabia 35 (▲+4.5) — 1,047 confirmed blocks recorded by OONI, up from near-zero the prior period Haiti 75 (▼-6) — deviation spike on 2026-10-31 reversed within 24 hours, no driver identified United States 13 (▼-5) — driver not identified in this week's data Myanmar 78 (▲+4) — 96 confirmed blocks, sustained low-level censorship posture
Markets
SPY -1.77% · GLD -3.47% · XLE +1.91% · USO +0.38% · TLT +0.43%. Energy outperformed as crude ticked up and gold sold off hard. UUP -0.14% — dollar flat. Nothing in the week's geopolitical moves explains the gold drop at this magnitude; we are not calling it linked.
What would change our mind: A second week of Russia or Iran censorship above 50,000 confirmed measurements with no corresponding OFAC designation, no major protest cycle reported by wires, and no internet outage in a metro area. That pattern — sustained, unexplained interference at volume — would move our confidence on pre-emptive control from possible to likely.
🙊 What We're Not Saying
- We are not explaining Sudan's +6 move or the U.S. -5 move — no driver appears in the context.
- We are not attributing causality between the OFAC Rwanda designation and Sudan's deviation. They occurred in the same week; the ledger shows no mechanism linking them.
- We have no reliable data on why the EU satellite delay over Gaza began or whether it is policy, technical, or contractual. Bellingcat confirmed the delay; the rest is speculation until a statement is issued.
- Haiti's deviation spike and reversal happened in 24 hours with no feed explaining either move. Treating it as noise unless it recurs.
🔭 The Week Ahead
- Monday: Watch Uganda FX. Our most divergent open call resolves 2026-11-13. If the shilling moves ≥2.12% peak-vs-issue before then, we hit at 39% against a 26% base. A two-week call, falsifiable daily.
- Russia and Iran censorship posture. If either stays above 7,000 confirmed blocks per day through Friday, we are looking at three consecutive weeks of record interference with no corresponding headline. That is a signal.
- Sudan. The +6 move puts live deviation at 6 on a structural 90. If it ticks further without a driver appearing in OONI, sanctions, or wires, we will flag it as a data-gap item and say so.
- OFAC. Eleven North Korea-linked designations dropped Monday. Watch for follow-on Treasury guidance or G7 joint statements — the Rwanda listing was the lead, but the DPRK names suggest a broader coordination cycle.
- Bellingcat satellite delay. If the EU imagery lag extends past 48 hours or expands to other regions, that becomes an operational constraint for open-source investigators. We will track it.
- Seismic watch: Vanuatu. Six M4.0+ events in a cluster. If aftershocks continue Monday-Tuesday or another M5+ hits the same zone, we are calling it an active sequence and flagging infrastructure risk.
