Happy Sunday. This was a week of sustained political enforcement rather than acute events — Iran's network blocking held steady at the highest level we've tracked, Russia's censorship apparatus ran uninterrupted, and a sanctions designation wave hit Iranian shipping. Structural risk hasn't moved much, but the control mechanisms are in plain view. Here's what mattered — and what we're watching heading into Monday.
🎯 This Week's Calls
471 calls settled against external ground truth: 76 hit, 395 miss.
We've been wrong confidently on Morocco all week — called 34-36% for currency depreciation against a 25-26% base rate, missed seven days running. Uganda went the other way: five hits at similar probabilities. Both currencies are moving inside thresholds we're testing for early-warning value; the Morocco misses tell us our Moroccan sensitivity is miscalibrated.
Open and divergent: Uganda 38% (base rate 25%) for ≥2.02% depreciation by 2026-11-08. Resolution in two weeks.
📍 The Week That Was
- Iran censorship sustained at 12-point deviation for eight consecutive days
OONI recorded 25,663 confirmed blocks in Iran over the past seven days, latest measurement 2026-10-23. The deviation component of Iran's CII has held at exactly +12 every day since 2026-10-18 — the longest unbroken ceiling we've logged. No single triggering event identified in the OSINT feed; this reads as baseline enforcement posture, not reactive blocking.
- Russia logged 41,501 blocking measurements in seven days
More than any other country this week, latest OONI data 2026-10-23. Russia's deviation sits at +12 as well, but unlike Iran it has fluctuated slightly day-to-day. Both states are now running interference at levels that were considered acute six months ago.
- OFAC designated four Iranian-linked vessels and one individual
PRINCE, HARMONY, FLAMINGO 1, DESTINY (all vessels) and Roberto Ortega Jones added to the SDN list under Iran-EO13902 on 2026-10-21. Same day, OFAC delisted three Chinese animation entities and one Russian individual. The Iran additions cluster around maritime enforcement — standard sanctions maintenance, not a new policy turn.
- Vanuatu seismic cluster: 13 M4.0+ events, including M6.1 near Port-Olry
Concentrated within 205 km of Port-Olry over 24 hours. The M6.1 event was 25 km ENE of the town. Elevated aftershock risk; no damage reports in the OSINT feed yet, but the cluster density flags this as worth continued monitoring.
- Japan's Bonin Islands recorded M6.5 and two other M4.0+ quakes
Three events in the same region within 24 hours. Remote location, low population exposure. The Japan M5.3 event 44 km ESE of Miyazaki is separate and closer to inhabited areas — both clusters on our radar for Monday.
- Oil ETF (USO) jumped 4.32% while natural gas (UNG) fell 3.13%
Crude moved to $169.53; nat gas dropped to $9.58. Energy sector ETF (XLE) up 2.60%. No corresponding chokepoint incident or conflict escalation identified in the data this week — the move appears driven by factors outside our current feed coverage.
- UN delisted three individuals; OFAC activity focused on Iran enforcement
Shafi Sultan, Bassam Ahmad, Iyad Nazmi removed from the UN consolidated list on 2026-10-25. The OFAC Iran vessel designations (above) were the only new additions. Sanctions tempo remains routine.
🌍 The Board: Weekly View
Movers Iran 85 (▲+12 sustained) — OONI censorship floor, eight-day hold Russia 85 (▲+12 sustained) — 41,501 blocks in seven days, per OONI Armenia 37 (▲+6) — driver not identified in this week's data Sudan 90 (▲+6) — driver not identified in this week's data Syria 89 (▲+5.7) — driver not identified in this week's data United States 13 (▼-14) — deviation dropped from 20 to 6
Markets Energy divergence: crude oil ETF (USO) +4.32%, natural gas ETF (UNG) -3.13%, energy sector ETF (XLE) +2.60%. S&P 500 ETF (SPY) -0.52%. Treasury bond ETF (TLT) -0.49%. Gold ETF (GLD) -0.65%. Dollar index ETF (UUP) +0.21%. The oil move is the outlier; no corresponding geopolitical driver identified in chokepoint regions (Iran, Yemen, Somalia) this week.
What would change our mind: OONI measurements in Iran or Russia dropping below 15,000 per seven-day window, or either deviation component falling below +8 for two consecutive days, would revise our read that these are now structural enforcement floors rather than reactive surges.
🙊 What We're Not Saying
- Why Armenia, Sudan or Syria moved. Each jumped 5.7-6 points in deviation; nothing in the OSINT feed, OONI data, or sanctions activity explains it. We do not have the driver.
- What caused the 4.32% crude move. No chokepoint incident, no new Iran escalation, no supply disruption in the feeds. The energy divergence (crude up, gas down) happened; we cannot attribute it from this week's data.
- Whether Vanuatu or Bonin Islands seismicity will escalate. The cluster densities flag elevated aftershock risk. We have magnitudes and locations from USGS; we do not have damage assessments or population impact data yet.
- Why the U.S. deviation dropped 14 points. The fall from 20 to 6 is the largest move this week. No corresponding event in the data explains it.
🔭 The Week Ahead
Monday 2026-10-26: Watch for Vanuatu aftershock continuation — USGS feed and local reporting for damage assessments. Japan Bonin Islands and Miyazaki clusters also on the seismic watchlist.
Tuesday 2026-10-27: OONI measurement updates due. We are watching whether Iran and Russia hold their +12 censorship floors or drop. A sustained hold past ten days would be the longest we've recorded.
Wednesday 2026-10-28: Morocco currency call resolves 2026-10-29. We have missed seven days running at 34-38% against a 25-26% base rate. A hit Wednesday would revise our calibration read.
Thursday 2026-10-29: Energy sector positioning continues — crude oil ETF (USO) reaction to any chokepoint developments (Hormuz, Bab el-Mandeb) worth tracking given the unexplained 4.32% move this week.
Friday 2026-10-31: End-of-month sanctions update cycle. Watch for any new OFAC Iran designations following this week's vessel additions, and whether the UN delisting of three individuals signals a broader review.
