📍 The Week That Was

Russia records all-time censorship peak. OONI logged 50,768 confirmed blocks in Russia over seven days through September 12 — the highest weekly total in our archive. No corresponding announcement, no legislative event we can identify in the context. The blocking persisted across the entire week with no single-day spike, suggesting infrastructural enforcement rather than incident response.

Iran sustained 45,627 blocks in parallel. Iran's censorship held just below Russia's in absolute volume, on a population one-sixth the size. Both countries now operate sustained five-figure weekly blocking regimes with no sign of reversion. Turkey (1,826), India (3,342), and China (320) lagged by an order of magnitude.

China's deviation jumped 20 points on network interference alone. China moved from deviation 0 to 20 on September 12, driven entirely by the 320 confirmed OONI blocks — a structural level of 40 means the live signal is now half the baseline risk. No natural event, no state announcement. The blocks are the story.

Thailand recorded 231 blocks and jumped 12 deviation points. OONI confirmed 231 blocking measurements in Thailand through September 12. Thailand's structural CII is 28; the +12 deviation takes it to 40 live. No corresponding Reuters or AP wire in the context. The interference is ahead of the narrative.

OFAC designated twelve new entities on September 11.
